It's easy to cut your own mats with a mat cutter, then you could cut them with an 8x12 opening to fit any size frame (11x14, 16x20, etc.). It really gives you a lot more cropping freedom to not have to be limited to "normal" sizes.
Jerry's Art-o-Rama in Raleigh has 8x12 frames, but not necessarily a large selection of them. They also have 8x8 and some other neat sizes. Alternatively, and custom framer could of course make whatever size you want.

I tend to buy float frames in 11x14 for my 8x12 prints. They're not exactly easy to find either, but Michaels has a few.

if you dont mind a simple black frame, you can always get the ones for "custom framing" at Michaels and AC Moore [AC Moore's website blows, so... no soup for you!!]

Cutting your own mats is really not that hard and you can cut to whatever custom size you want. Plus matboard is generally much less expensive than precut mats. I was paying ~$10 each for precut 18x24 cut for 13x19. I can get two of those from a $4 sheet of matboard
I use a Logan 750 mat cutter that I got from framingsupplies.com. Jerry's Art-a-rama sometimes puts them on a pretty good sale, so check both places before you buy.
Framingsupplies.com is also a good source for matboard and foamcore. They're in Hendersonville and usually ship the day you place the order. Depending on timings, it's next day or 2nd day delivery UPS Ground
You can get good quality inexpensive frames from pictureframes.com They're located in High Point, so if you order relatively early in the day, UPS will deliver the next day for ground rates. I usually get the metal frames since they assemble with just a screwdriver and the included hardware pack.
As for glazing, you can get glass at most hardware stores. Mail order shops usually only sell sheets of clear or nonglare acrylic

the Wolf Camera in Cameron Village has 8x12 mats in a few different colors, but I haven't looked through their frames to know about that. On the other side of that street (in Cameron Village) the art shop right next to 10,000 Villages will cut mats for you if you want, and they're not too super crazy expensive.
