I would look for a frame at local resale shops or antique malls. It's a rectangular photo in a rectangular frame with an oval cutout, right?

You could probably take a similar shot at home yourself. They used to just prop the baby on a box covered by a carpet exterior. You could drape a simple blanket or fabric over a box in front of a bare/simple wall at home( not to close to background to avoid shadows ) Use natural light with maybe a little fill from your camera flash to soften shadows.

And just put a oval matt over a regular ink jet printed photo.
