Braking problems

Our little 'L' has some serious braking problems after we revised the front axle.

Even if you press the pedal down to the ground you can still spin the wheels with ease.

We already bleed the brakes but there is so much air coming out. We couldn't spot any leaks so is there a chance the braking cylinder is leaky or something?
