Explore fell out of love with me around the end of March and then suddenly fell back in love a couple of weeks ago when I had four photos hit in 10 days. The frustrating part was having people message me congratulations and I would go and check and see the pics for myself, but they yoyo'd in and out and Scout didn't catch any of them till a day or two later.

yes, at least amongst the ones that are IN Explore. But my last photo added to Explore was in April 22, 2008, though it has been dropped a short time after.
I'm not saying that my latest photos deserves a place in Explore, I just find weird that that are no drop outs, drop ins, climbings and what so ever. It's completely... dead.

Yeah, I think Scout is fine, although he may be updating more slowly as the mass of photos on flickr proliferates. The root of the boredom is that they made Explore boring...

A little suggestion...go check and see how many groups you have your photos posted to. If you want to have photos in explore, you might try pulling those photos out of all but one or two groups. That will make a big difference in Explore . Do not ask why, I do not know, but it does affect whether or not Explore likes your shots.

and a few entries down the page, Silent Observer allowed that at that time (28 months ago) more than 15 groups made the donkey cry.

Because X can be changed at any moment I would say that at the moment 5<X<15
*Some* groups have special penalties.
That happens when group pool contains too many photos that are potentially not SFW
