contact the users host (Go Daddy) and report them for copyright violation. The law says if the host knows of the violation and doesn't act, they can be held responsible. So, generally, they'll suspend the account until the violating material is removed.

I don't think they're stealing them (although I don't condone what they are doing). They are showing the photos, giving credit to the photostream they are in and linking back to the photostream. From what I read it's a dicey area of copyright law since they are not copying the pictures. It is bad they hey won't remove them after being asked.
You can always mark them as friends and family only so he cannot see them. If you had a pro account you could substitute a "more interesting" photo for them to show on their site.

Also "Your Account" -> "Privacy & Permission" -> "Hide from searches" -> "Hide from 3rd party API searches" should be effective.

For clarification I found an interesting and readable article on copyright issues as they pertain to linking to a web page.

Report them to Flickr for abusing the service - I've seen them take action on similar cases before.

I joined TinEye tineye.com/. It's a great little search engine. All you do is upload an image or URL and it will tell you where else on the web your pic can be found.
