I wish I knew but here are some ingredients :
- hot, especially inlands as this sucks in the air
- on-shore flow
- afternoon is best. Early morning you also can get luck but light often isn't so favorable
Of course if you are in the city you have many more opportunities to try. for me it is at least an hour's drive, so I use deveral webcams to judge conditions beforehand but that doesn't guarantee you a good result so you need a lot of persistance & luck

PS : Bring a warm sweater -- with the fog comes the wind and even if its hot in the city -- temperature on the hills quickly gets cold as the fog rolls in.

Thansk for the tips Andy. I too have used webcams to try and figure this out but the one I mainly look at only tells me when there is fog at the toll booth. If you know of other webcams and could let me know the site I'd appreciate it. Yes, these are exactly the shots I have been looking to capture. Especially during sunset.
Like you, this is about a 1hr drive from the house so it is doable but not on a daily basis. And yeah I keep sweaters, coats, and rain covers in the car at all times. I've spent plenty of freezing nights on teh coast to get some of my pics. But thanks for the tip just the same. It is amazing how cold and windy it gets up there when it's hot inland.

normally in the morning around 9ish when it starts to burn away. Really though...the weather is so volatile that you never know when there will be fog, when it will burn away and if it will be sunny.
I can tell you one thing...take photos from the Marin side of the bridge. There are more clear shots.

The "best" time depends what you want to accomplish :
As "Bay Area Discovery Museum" said -- mornings are good because the bridge is totally engulfed in fog, sunrise make for good light and slowly the fog rises and eventually vanishes.
Here the fog layer was very thin and low. Within 20min it rose to the top of the towers and the chance was gone :

Afternoons are good to get shots like I posted before with the setting sun adding vibrancy to the bridge's color and -- when the conditions are right -- the fog pushes in but still leaves the upper portion of the hills & towers uncovered so you can watch it from above.

I'd say RIGHT NOW
Looking at www.hd-sf.com I can see fog but the Transamerica Pyramid and others stick out so the fog layer is low

was up at 3:30 this AM and at the bridge by 5:00 AM. Sunrise was at about 6:00. Spent most of the day there. Even at the top of the hills, I wasn't above the fog. I'd say it was still a couple of hundred feet above the bridge at least. But it was close and right as sunrise it almost happened. Phew, not used ot getting up at 3:30 AM. Do want to do it again but need to see if I can find a site that states the altitude of the fog. Seems like a aviation site should list this.

Maybe try again on Saturday. Sunday the wife has plans for us to watch the fireworks at Wild Kingdom (formerly Marine World).
I did noticed they had posted No Parking signs all along treasure island. Shame, that is the one place I have always wanted to be. Would have to take the bus across I guess.

There is plenty of parking ON TI -- just don't park at the street close to SF. It's a guess but I think the NO PARKING are to enable access along the main streets (Ave Palms) but don't apply to all of those parking lots.
Still -- they all fill up quickly and empty VERY SLOWLY.
Same goes for the Marin Headlands.

1) Hawk Hill isn't always above the fog. If you're lucky it is and you get great shots but often the fog rolls in, initially pours through the Golden Gate but after a while it floods over all the nearby coastal hills, incl Hawk Hill
2) Try www.ggro.org/camap.html or enter "Hawk Hill GGNRA" into Google to see more

Let me add some comments :
- sunset cruise / Alcatraz is nice -- a "Alcatraz Night Tour" is even better but availability is limited : www.parksconservancy.org/visit/alcatraz/tours.asp#Night Get to see Alcatraz and some areas not available during the day. Often you can get a great of the SF skyline as the sun sets. (Too bad, some areas are close off during the night tour (e.g court yard, the western waterfront) so you have to decide what's more important) www.flickr.com/photos/sharpshutter/387273609/

- Fisherman Wharf -- I guess you have to do it. The SS Jeremiah O'Brien and USS Pampanito offer some very interesting opportunities (extra $$ each) and often lines are long and many people block your views. And the interesting places are VERY LOW LIGHT !!
(7EV when you're lucky and as low as 1EV, typ. 3 EV)
- Golden Gate Bridge : there are many angles to photograph the GGB -- during a visit you rarely have the time to spend an evening in each location.
So you better review the available flickr photos to decide on the location. The GGB is an attractive target but nevertheless it often takes several attempts to get "THE" great picture. Common locations are "Battery Spencer" and "Hawk Hill" in the Marin Headlands and also "Baker Beach" and other Vista Points along Lincoln Blvd & El Camino del Mar
- Sutro Bath -- attractive day & night. Especially at night

- The Bay Bridge is also a very attractive sight. Not as well known as the GGB it also is very often shown as symbol for San Francisco : www.flickr.com/photos/sharpshutter/2282245594/

Since conditions can change from minute to minute, you really have to get a feel for it. It is more than just checking the forecasts or even webcams. And even after years of study, it is still difficult. If conditions are marginal, stick around and don't give up because things can change just after you leave!
