I bought an Epson Stylus Photo RX520 last year, and it is so much better than I expected. I got it in a sale, the box said no cables software or ink, it had everything except a cable and it was only £27 (about $54). I know it has been replaced by a new model but if it's anything like mine I recommend it.
edit: oh and it has a card reader built in, and Pictbridge so you can connect most modern cameras and print without a computer. It will also scan negs and Transparencies.

I use a Canon scanner I bought on craigslist for $50 with VueScan (standard) software I downloaded for $40. An excellent combination.

Be sure to check that the scanner you want to purchase is compatable with MacOsX before you buy it.
My Canon D1250 id not supported so I can't use it on the Mac.

I use the Epson Perfection V350 Photo, does a great job on pics, negatives and slides, with a negative feeder built in. I use the Epson scanner software that came with it, and it works out fine. Before that I used Silverfast.

Go to Hamrick.com, purchase Vuescan. The software makes scanning on a Mac so easy. They have a complete list of compatible scanners on their site. I'm a fan of the Maxtech 8600 (unluckily not made any more, but bought on eBay cheap enough.) Or the HP 8x00 series such as the 8200 or 8300. I've used both extensively at my last two jobs with the Vuescan software and have had very few problems.

If you are thinking of scanning slides I would only consider a film scanner for that task. Nikon makes a great line-up of film scanners. I have the CoolScan V ED and love it.

Negs / Slides means you definitely have to factor in a transparency scanner. I endorse the EPSON that carljohnson mentiioned. Its bundled software is super, and allows pre-scan tweaking too, for better tones, etc, so your Photoshop work is minimised.
Add Vuescan (recommended by Jonas Thomé) to it, and you have a wining combo!
Note of caution:
High-res transparency scans take time!
