I am afraid I have no real idea. The
"FULCR" is presumably the first
part of "FULCRUM"? If so, this
would imply something that can be pulled /
pulled / swivelled in some direction. Where
is "physicsman" when we need him?

No, not a table or tray. It's not that tall.
And no folding involved.
Also, you'd typically only use this object
for a few seconds at a time.

No clever clue has been forthcoming, so
I've gone to my dictionary...
The definition that precedes this object is
an "...apparatus consisting of a
container open only at the bottom and
supplied with compressed air by a hose"
It is followed by... "any of various
ducks (as a bufflehead)..."

together! Combining the latest clue with your
earlier comment that it is used for a few
