The vertical files! I haven't thought of that phrase for years, but that's what they used to be called. Too bad they're unlabelled and unappreciated.

I volunteered at the SPL, and my primary responsibility was to organize and add to these files. They had no budget. As in zero budget. They relied entirely on volunteers whose reliability was shaky at best. I had no training, no tools, no supplies, and the barest of supervision. Every volunteer had a different system of labeling and organizing. I'm surprised I lasted as long as I did, but I didn't want to quit. I feel sad about these files every time I visit the library.

I apparently feel very differently from you in regards to the usability of the rest of the library though.
