Just caught this guy going through my recycling

WTF? I heard a noise out side and the gentleman in this truck was digging through my recycle bin. Note, he doesn't appear to work with the Solid Waste department nor does he appear to have anything to do with recycling.

There were a ton of magazines, and maybe he just wanted one...still is that right? He's not with the solid waste department so it's not like he actually works or has any business with the bins.

I couldn't get my camera fast enough to get a picture of him with his hand in the bin, but I called 311 and reported it just as a precaution. This seem strange to anyone else? Am I making a big deal out of nothing here?
