Senator Robert C. Jubelirer, right, was recognized for his dedication to improving mental health and for fostering the establishment of the Central Pennsylvania Psychiatric Institute (CPPI). Darrell G. Kirch, M.D., senior vice president for health affairs, dean of Penn State College of Medicine and chief executive officer of Penn State Milton S. Hershey Medical Center, presented an award of honor to Jubelirer at CPPI's 20th anniversary celebration held at The Hotel Hershey. In 1984, the Pennsylvania legislature initiated support to extend community-based mental health programs into a 34-county area of central Pennsylvania. As a result of the Commonwealth's support, Penn State University was able to establish CPPI shortly thereafter.
