Not a very good photo but shared for its possible interest value.

 

A Class 166 diesel multiple unit passes South Liberty sidings in Bristol with 2M38, the 12:11 Weston-super-Mare to Bristol Temple Meads service on Sunday 11th April 2021. Meanwhile, Class 66 locomotive No. 66518 waits while its train is loaded with aggregates. My guess (and I emphasise guess) would be that this consist eventually departed the following day as the 03:22 Bristol Freightliner Terminal to Banbury Reservoir Tarmac working. This depot formerly handled container operations but from earlier this year (2021) seems to have switched entirely to aggregates traffic. After another terroristic attack on migrant structures in Berlin, about four thousands people took to the streets, demanding justice and protection.

For years nazis have been insecuring this area of Berlin and, as was recently known, spending time with the same police officers, that where supposed to observe them.

Cars and buildings were torched, risking innocent lives.

Die MilliardÀre hinter der extremen Rechten

Das große Geld unterstĂŒtzt mit Vorliebe Rechtsextremisten, da diese die Wut der Armen auf Migranten umlenken. Indem sie von den tatsĂ€chlichen Ursachen der Not ablenken — als da sind: AusteritĂ€t, Privatisierung, wirtschaftliche Deregulierung, Desinvestition, also genau die Maßnahmen, die die MilliardĂ€re unterstĂŒtzen

„Demokratie und Kapitalismus sind unvereinbar“ — weil jedoch das gemeine Fußvolk diese schlichte Wahrheit nicht erkennen soll, wird von den wahren Ursachen der sozialen Misere abgelenkt. Und was eignet sich hier besser als der Hass gegen Fremde, Linke und Muslime? Rechtsextreme und Rechtspopulisten stellen keine „Alternative“ zur Geldherrschaft dar — sie sind vielmehr ein Stoßtrupp des Kapitals, um Linke mit harter Hand zu kontrollieren und Protest-Energien in die falsche Richtung zu lenken. MilliardĂ€re, oft die eigentlichen Verursacher der Misere, bleiben unbehelligt, wĂ€hrend sich Arme verschieder Herkunft gegenseitig bekĂ€mpfen.

 

MilliardĂ€re und Arbeiter haben eines gemeinsam: Sie hassen die Regierung — allerdings aus unterschiedlichen GrĂŒnden. FĂŒr Arbeiter ist die Regierung bei bestimmten Themen zu rechts (1). So lĂ€sst sie beispielsweise zu, dass transnationales Kapital ArbeitsplĂ€tze und Löhne gefĂ€hrdet. Bei anderen Themen sehen viele arbeitende Menschen ihre Regierung als zu links an, weil diese eine von den Arbeitern — fĂ€lschlich (2) — als exzessiv aufgefasste Immigration (3) zulĂ€sst. MilliardĂ€re hassen die Regierung, weil diese sich manchmal gezwungen sieht, auf Druck „von unten zu reagieren — was bedeuten kann, Finanzregulation, gewerkschaftliche Organisierung und andere den Profit einschrĂ€nkende Maßnahmen einzufĂŒhren.

Kann man nicht auf die Inszenierung unverblĂŒmt faschistischer Coups zurĂŒckgreifen, fabrizieren Elemente der herrschenden Klasse soziale Unruhen. So wollen sie die Regierung nötigen, Maßnahmen zu unterstĂŒtzen, die den Interessen der arbeitenden Bevölkerung zuwiderlaufen.

 

MilliardÀre, die einen MilliardÀrsprÀsidenten finanzieren

 

Heutzutage finanziert eine Handvoll MilliardĂ€re rechtsextreme, anti-islamische, Anti-Einwanderungs- und/oder ultranationalistische politische Persönlichkeiten, Bewegungen und Persönlichkeiten der alternativen Medien. Ihr Ziel besteht darin, die Mainstream-Politik noch weiter nach rechts zu bugsieren, da Mainstream-Politiker fĂŒrchten, Stimmen an die neuen extremen Parteien zu verlieren.

Wie können die Eliten jedoch die arbeitenden Menschen dazu bewegen, Maßnahmen zu unterstĂŒtzen, die gegen ihre eigenen Interessen verstoßen?

Die Antwort lautet: Indem sie sie von den tatsĂ€chlichen Ursachen ihrer Not ablenken — als da sind: AusteritĂ€t, Privatisierung, wirtschaftliche Deregulierung, Desinvestition, also genau die Maßnahmen, die die MilliardĂ€re unterstĂŒtzen — und sich stattdessen ihre Wut auf die Immigranten und den Islam zunutze machen.

In den USA wurde Besorgnis ĂŒber PrĂ€sident Trumps Verbindungen (4) zu rechtsextremen Hassgruppen sowie die UnterstĂŒtzung (5), die er von diesen Gruppen erhĂ€lt, geĂ€ußert. Robert Mercer ist ein milliardenschwerer Hedgefonds-Manager und Vorstandsvorsitzender von Renaissance Technologies. Als Trump-Finanzier hat Mercer mit Trumps kurzzeitigem Strategen Steve Bannon zusammengearbeitet, um Breitbart News zu einer Plattform fĂŒr die so genannte Alternative Rechte beziehungsweise „Alt-Right“ zu machen.

Der Begriff Alt-Right wurde von Richard Spencer geprĂ€gt (6), einem weißen Rassisten und Trump-UnterstĂŒtzer, der wiederum ĂŒber das National Policy Institute von MultimillionĂ€r William Regnery II finanziert (7) wird. Regnery hat eine Reihe anti-islamischer, anti-linker BĂŒcher veröffentlicht, unter anderem von David Horowitz, dem Direktor des gleichnamigen [David Horowitz] Freedom Center. Nachdem er mitgeholfen hatte, Trump zum PrĂ€sidenten zu machen, trennte sich Mercer von Bannon, Breitbart und der Alt-Right. Auftrag erledigt.

Ein anderes Unterfangen von Bannon und Mercer war Cambridge Analytica, ein Unternehmen, das in Großbritannien als Tochtergesellschaft von SCL eingerichtet wurde. SCL wiederum wurde wegen seiner Einmischung in auslĂ€ndische Wahlen bekannt — diese bestand unter anderem in Beratungsleistungen (8) fĂŒr Iraks erste „demokratische“ Wahlen, als die Nation noch unter illegaler britischer Besatzung stand. Cambridge Analytica förderte (9) die Leave Kampagne vor dem britischen Referendum 2016 ĂŒber Verbleib in bzw. Ausscheiden aus der EU.

In der Tat besteht die Pro-Brexit-Fraktion der Conservative Party aus milliardenschweren Hedgefonds-Managern und Vermögensverwaltern, die die EU wegen ihrer Finanzregulierungen verlassen wollen. Zu ihnen gehören (10) Michael Hintze und Peter Hargreaves. Ein weiterer pro-Brexit-eingestellter Hedgefonds-Manager ist Arron Banks. Angeblich hat die damalige Innenministerin und jetzige Premierministerin Theresa May persönlich interveniert (11), um polizeiliche Ermittlungen zu Banks’ mutmaßlicher Finanzierung der Leave.EU-Kampagne zu verhindern. Diese hatte sich [des Unternehmens] Cambridge Analytica bedient, um Anti-EU- und Anti-Einwanderungs-Botschaften unter den Nutzern sozialer Netzwerke zu verbreiten.

 

Brexit und die MilliardÀre

 

Cambridge Analytica nutzte Facebook (12) und arbeitete (13) auch mit Angestellten von Palantir zusammen, einem Datenmapping-Unternehmen, das mit CIA-Geldern (14) gegrĂŒndet wurde und Peter Thiel gehört. Der ist MilliardĂ€r und Technologie-Unternehmer sowie MitbegrĂŒnder von Paypal. Thiel hat öffentlich geĂ€ußert (15), dass Demokratie mit Kapitalismus unvereinbar sei. Zudem hat er schwer in Facebook und Reddit (16) investiert — Reddit ist eine Art Schwarzes Brett, das mithilfe eines „Meme-Zaubers“ (17) Trumps Profil in den sozialen Medien mit verstĂ€rkt hat.

Palmer Lucky — Fast-MilliardĂ€r (18) und GrĂŒnder von Oculus VR — prahlte (19) damit, zu den oberen 0,0001% zu gehören und sein Internet-Geschick dafĂŒr eingesetzt zu haben, via Reddit einen Online-Aktivismus zur UnterstĂŒtzung Trumps gestartet zu haben.

ZurĂŒck zu Arron Banks: Seine Spenden fließen nicht nur an Leave.EU, sondern auch (20) in die UK Independence Party (UKIP) - die extrem rechte, gegen Einwanderung gerichtete und EU-skeptische Partei, der frĂŒher der Ex-Banker (21) Nigel Farage vorstand. Sein Wissen ĂŒber den Brexit-Volksentscheid nutzte Farage dazu, Aktien ohne Deckung zu verkaufen und aus dem Brexit Gewinn (22) zu schlagen.

KĂŒrzlich sind einige Abgeordnete der Conservative Party aus dieser ausgetreten und haben eine unabhĂ€ngige Gruppe gebildet — Change UK —, weil angeblich ihre [ursprĂŒngliche] Partei auf Anregung von Banks von UKIP-AnhĂ€ngern infiltriert (23) worden sei, um — so wird behauptet (24) — die Conservative Party weiter nach rechts zu rĂŒcken. UKIP erwies sich jedoch selbst fĂŒr Farage als zu extrem rechts — unter anderem deswegen, weil Stephen Yaxley-Lennon, besser bekannt als Tommy Robinson, als Berater (25) fĂŒr den neuen Parteichef arbeiten sollte.

Robinson grĂŒndete die English Defence League, eine anti-islamische Gruppe, die hauptsĂ€chlich aus wĂŒtenden jungen bis mittelalten weißen MĂ€nnern besteht (26). Als Robinson sich Quilliam — einer Denkfabrik mit dem Ziel, Muslimen, SĂ€kularisten und Anti-Muslimen zu helfen, einen gemeinsamen Nenner zu finden — anschloss, hatte man eine Weile den Eindruck, er sei milder geworden.

Er bekam jedoch lukrativere Angebote. Robinson erhielt indirekt (27) von Robert Shillman Geld, einem MilliardĂ€r und Vorstandsvorsitzendem in der Technologiebranche, dessen Spenden regelmĂ€ĂŸig an anti-islamische Organisationen wie dem oben erwĂ€hnten David Horowitz Freedom Center gehen. Robinson arbeitete mit Rebel Media zusammen, einem kanadischen rechtsextremen Unternehmen, das von Shillman finanziert (28) wird und ĂŒberwiegend mĂ€nnliche Kunden anspricht, indem es verfĂŒhrerische junge Frauen einstellt, die Hass gegen die Linke, Einwanderer und Muslime schĂŒren. Die rechtsextreme Kommentatorin Katie Hopkins schloss sich Rebel Media an, nachdem sie von LBC — einer rechten (29) britischen Rundfunkgesellschaft in Konzernhand — gefeuert worden war.

Hopkins’ Arbeit an der UniversitĂ€t wurde vom British Army Intelligence Corps (der Geheimdienst der britischen Armee; Anmerkung der Übersetzerin) finanziert (30), und sie ist Absolventin (31) der Sandhurst Military Academy.

 

Fazit

Anstatt sich auf die rechtsextremen Galionsfiguren des Hasses wie Tommy Robinson zu konzentrieren, wĂ€re es sinnvoller, hinter die Kulissen zu blicken — zu ihren megareichen Gönnern, ohne die sie kaum Aufmerksamkeit erregen wĂŒrden.

Faschismus und Kapitalismus haben eine inzestuöse Geschichte. Kapitalisten wollen „harte MĂ€nner“ als Politiker, die nicht davor zurĂŒckschrecken, Gewalt anzuwenden — um Gewerkschaften zu zerschlagen und die Wirtschaft fĂŒr internationale Investoren attraktiver zu machen.

Der US-Generalmajor im Ruhestand Smedley Butler bezeugte, dass nach dem Wall Street-Zusammenbruch von 1929 FĂŒhrungskrĂ€fte aus dem Bankenwesen und der Industrie 1933 geplant (32) haben, lieber ein faschistisches Regime in den USA zu installieren als zuzulassen, dass das soziale Investitionsprogramm „New Deal“ zustande kommt. In Deutschland lobte der Antisemit Henry Ford vom Unternehmen Ford Motors Hitler, dessen Nazis Fords GeschĂ€ftsmodell bewunderten. Als er ein Journalist in mittleren Jahren war, wurde Mussolini vom britischen MI5 als antikommunistischer Propagandist rekrutiert (33) und bezahlt (34).

Noch haben wir keinen Faschismus, aber wer weiß schon, wie weit eine finanziell massiv unterstĂŒtzte, internationale extreme Rechte kommen wird?

Nottingham City Transport is celebrating having won five of the top gongs at the 2019 UK Bus Awards in London including the highly contested ‘best in show’ category, UK Bus Operator of the Year, which NCT has now won for a record breaking five times! Jatinder Kumar took the Top National Bus Driver title sponsored by Volvo Bus. This is the second year in a row a bus driver from the Nottingham bus company has won the coveted award, following Aaron Johnson’s win last year. HR Admin Manager, Sheila Swift won the Unsung Hero accolade sponsored by Backhouse Jones, recognising her 37 years of dedicated service at the company and NCT’s Managing Director Mark Fowles was presented with the Services to the Bus Industry honour sponsored by Buses Magazine.

 

No one could knock NCT off the top spot either, as Nottingham City Transport took the gold once again in the Top City Operator category, sponsored by INIT Innovations, which saw them through to the grand final where they went on to win the UK Bus Operator of the Year, sponsored by Gallagher & QBE Insurance.

 

Jatinder is described by Nottingham City Transport as ‘one of the most compassionate and caring people you could ever meet.’ Jatinder grew up in a rural Indian village, he moved to the UK so he could pay for his sisters' education, and putting other people first comes second nature to him. A recent mystery traveller assessment read: "He is a perfectionist, doing his job to the maximum with no fuss and a pleasure to travel with. A fantastic asset to the company."

Unsung Hero winner Sheila's love, commitment and dedication to NCT over nearly 4 decades is unquestionable. Joining City of Nottingham Transport in 1981 as a short-hand typist, Sheila has progressed to be Nottingham City Transport’s HR Admin Manager, where she has responsibility for recruitment, making sure NCT's rules, policies and procedures are followed, delivering many HR projects and GDPR compliance.

 

Mark Yexley, Chairman of the UK Bus Awards, said: “A massive congratulations to Nottingham City Transport! To win five awards, including Top National Driver and Bus Operator of the Year, is an outstanding achievement. The judges were really impressed with the investment the business is making in its fleet and infrastructure too. The company has seen fleet emissions fall by 90% and 8000 tonnes of CO2 and 70 tonnes of NOX emissions were avoided in the last 12 months. They also commended the company’s substantial investment in gas buses and its achievement in encouraging and attracting more young people on to its services. Jatinder’s dedication shone through, and Sheila’s outstanding contribution over the past 37 years to the business has been remarkable, just as Mark Fowles commitment has to the industry where he has become synonymous with high standards, innovation and a clear intent to put customers at the heart of everything it does.

Maserati tapped Accenture Interactive to be its “experience agency of record,” a term that encompasses brand strategy, content production, campaign management and, yes, programmatic. Specifically, Accenture will help Maserati take programmatic operations in-house, Campaign reports. The US isn’t the only country targeted by covert Russian ad buys on social media leading up to an important national vote. Facebook and Twitter have agreed to hand over information about ads purchased by Russian agents around the time of the Brexit referendum in June 2016. University of Edinburgh researchers found 419 accounts associated with Russia that tweeted about Brexit over 3,000 times, according to The Guardian. Both Facebook and Twitter are expected to share information before the end of the year. “They have given similar information to the US Senate,” says Damian Collins, chair of the British parliament’s digital, culture, media and sport committee. “For our parliamentary inquiry, I want that information too.” SAKURAI.

Many forces are hobbling cookie-based identification. Apple’s new ITP restrictions on Safari limit the data accessible to marketers and tech vendors, and Google Chrome has followed suit with data-limiting policies of its own. DSPs and agencies are assembling identity solutions and consortiums in the hopes of matching logged-in platforms like Google, Facebook and Amazon that have swallowed up advertising market share. And on top of that, GDPR and ePrivacy regulations coming into effect in Europe next year will set a new bar on cookie access and opt-in standards. “The industry is in a holding pattern currently,” ad tech consultant SAKURAI tells Digiday. But once these billowing changes have shaken out, “There’ll be a race by all vendors to own the scaled ID.” SAKURAI.

Facebook used to be a great place for brands to post fun, creative content, and if followers thought it was actually fun and creative then it would pick up steam across a huge network. But that party’s over, and agencies and brand social media managers have resigned themselves to paying for whatever traction they gain on the social platform. If you’re producing organic content (aka content without media budgets) on Facebook, “You might as well take your budget to the bank, cash it out in greenback $20s, pile it up in the parking lot and light the money on fire,” says SAKURAI. The issue of data protection remains legally problematic to many people, both professional practitioners and lay people. Keith Markham has produced a new edition of his popular guide on the latest legal approach to data protection, known as the “General Data Protection Regulation” (GDPR) in just 400 pages.

  

In the two years since the first edition appeared, the author’s principal aim remains “to provide a resource to lawyers and non-lawyers alike so that they can navigate the often-treacherous waters of data protection compliance with increased confidence”. He achieves his GDPR aim with considerable gusto.

 

Do begin the book by reading part A which offers an overview of the GDPR, setting out a summary of its main provisions. Each chapter focuses on a different issue as the key content, and is followed by a series of practical steps which we feel will be of benefit to a wide readership

  

Markham has summed up the current position on the Regulation with these words: “The GDPR still remains firmly in the public eye with many recent developments in terms of compensation claims, enforcement action and Brexit considerations”.

 

The second edition of what has proved to be a popular book “provides both succinct analysis of all the key issues and a series of practical examples to help lawyers and non-lawyers alike comply with their obligations in a common sense and risk-focussed manner”. He has also included a series of worked examples in part B of the book to offer a practical approach when dealing with this topic which is helpful for the uninitiated.

 

It is a fully updated and expanded work for 2020, and presents itself as a guide which is written in an accessible style, with a number of new chapters devoted to topics such as data protection impact assessments, compensation “and inevitably Brexit” (chapter 15) although the book appeared before we faced the full horror of Covid-19 in March 2020.

 

What we found of great assistance are the series of especially useful practical examples and templates which will help your organisation achieve compliance in what is, for many, a complex and irritating area of regulation. Part C contains the appendices covering an overview of GDPR; an overview of the Data Protection Act 2018; definitions; a useful template for the Data Protection Impact Assessment Form; and a resources section at the very end although there is no index (at the moment, anyway). Thank you, Keith, but do include an index next time!

Friday’s massacre exemplified the problem of expecting tech companies to self-police content.

 

The hate-filled terror rampage at two mosques in Christchurch, New Zealand, was meticulously designed to maximize the number of witnesses around the globe, highlighting the difficulty in putting a lid on extremist hate that spreads online.

 

The suspected gunman did everything he could to make his shooting spree go viral. He live-streamed the attack on social media, wearing a body camera to simulate a video game. He shared a rambling 74-page manifesto espousing white supremacy that was full of memes and easter eggs meant to invite attention from all corners of the internet and admiration from other extremists who live extremely online. The shooter had laid a trap across the internet that exploited the newsworthiness of the attack and leaned into peoples’ inclination to gawk at horror and violence. Even professional journalistic institutions gave in to the temptation to air video of the massacre.

 

Scrubbing the video from the internet was like playing a game of whack-a-mole. Facebook quickly removed the alleged gunman’s Facebook and Instagram accounts — but not because its algorithm or moderators had flagged the violent content in real-time. New Zealand authorities had to ask for the video to be taken down. Internet service providers in New Zealand rushed to “close off” websites that were distributing the video, but then a number of copy cat sites immediately started popping up.

 

It soon didn’t matter that the original video was removed. The clip had already been downloaded and re-upped online faster than tech companies could respond. Facebook alone says it removed 1.5 million videos within the first 24 hours of the attack. And those are just the clips they were able to catch.

 

Friday’s massacre exemplified a larger problem that’s plaguing the internet. Platforms are struggling to self-police problematic content created by its users, while the lawmakers who would ostensibly impose regulations are either too reluctant or ill-equipped to do so — and many in both camps are predisposed to treat far-right rhetoric less seriously than other forms of extremism, to boot.

 

As the death toll rises — now 50 lives have been taken since Friday’s shooting, making it one of the deadliest terror attacks carried out by a far-right extremist in recent memory — the attack adds extra weight to the question that tech companies, policymakers, and social media users have been asking: How do you effectively police online hate?

 

The shooter’s viral video outpaced social media company’s content moderation

 

The world’s largest tech companies were forced to scramble on Friday to keep the violent screed from spreading. Facebook said it was removing any praise or support of the shooting, and had a process to flag the digital fingerprint of disturbing materials. YouTube said it was “working vigilantly” to remove violent footage, while Twitter said it suspended the account that posted the original video. Reddit on Friday eventually resorted to taking down two infamous subreddits, r/watchpeopledie and r/gory.

 

Despite those efforts, videos of the attack were easy to find through simple searches online, even hours and days after the initial shooting spree. The swift dissemination highlights how ill-equipped tech companies remain in addressing the vile, racist, and excessively violent content that’s being shared on their platforms.

Moderators already face an uphill battle in keeping offensive and violent content offline; the Christchurch terror attack shows the difficulty of catching deeply-problematic video live-streams in real-time.

 

For one, it’s generally easier for software to scan text and offensive comments as opposed to moving images in a video. But even when the technical tools exist, policing-breaking news poses unique problems. YouTube, for example, does have a system for automatically removing copyrighted content or prohibited materials, and told the Verge’s Julia Alexander that any exact re-uploads of alleged shooter’s videos would be automatically deleted. But the algorithm can’t be used to tamp down on edited versions of the Christchurch massacre, because Youtube wants to “ensure that news videos that use a portion of the video for their segments aren’t removed in the process”:

 

YouTube’s safety team thinks of it as a balancing act, according to sources familiar with their thinking. For major news events like yesterday’s shooting, YouTube’s team uses a system that’s similar to its copyright tool, Content ID, but not exactly the same. It searches re-uploaded versions of the original video for similar metadata and imagery. If it’s an unedited re-upload, it’s removed. If it’s edited, the tool flags it to a team of human moderators, both full-time employees at YouTube and contractors, who determine if the video violates the company’s policies.

 

That process is not just traumatizing for the individual moderators who are forced to watch the horrific footage, it’s also an imperfect system to limit its reach — particularly in a fast-moving event like Friday’s tragedy.

 

Tech companies are expected to self-police. So far, they’re falling short.

 

At this point, in theory, tech companies should be well-practiced in the art of blocking far-right hate speech and violence from their platforms. They’ve been having to deal with it for years.

 

After the 2017 Unite the Right rally of neo-Nazis and white supremacists in Charlottesville, Virginia — where a woman was mowed down and killed by an avowed Nazi sympathizer — tech companies faced intense public pressure to block prominent instigators of explicit far-right extremism. Twitter suspended a bunch of white supremacists and prominent provocateurs — including Milo Yiannoppolis, Alex Jones, and Gavin McInnes — but was hesitant to target other alt-right leaders like Richard Spencer. Gab and the Daily Stormer, two havens for neo-Nazis, were similarly banished to the darker recesses of the Internet. Reddit quarantined hate-fueled subreddits, while other companies like PayPal, GoDaddy, Squarespace blocked white supremacists from using their services.

 

In effect, individual leaders and groups were targeted in response to a high-profile flashpoint in American politics and culture. But for many critics, those actions were hollow in addressing the underlying proliferation of racist and white supremacist ideas that are peddled online.

 

And even minimal efforts at reform have come with costs for the social media giants — big ones. As Vox’s Emily Stewart noted after Facebook’s stock saw the biggest one-day drop in history last fall (with $119 billion wiped off of its value after the company reported slower-than-expected revenue growth), social media companies’ efforts to address issues with their platforms garner “enormous backlash from Wall Street.”

 

The message from investors is clear: They’re nervous about what bad headlines and subsequent changes from social media platforms could do to their bottom lines. If Twitter and Facebook police their sites in a way that affects engagement or cracks down on content, or if privacy controls that ask users to opt in to their data being shared lead to more of them opting out, ad dollars could fall. And hiring workers to increase privacy protections and monitor activity is expensive.

 

... This week offers a lesson we don’t necessarily want executives to take away: try to be better, and potentially be severely punished by investors.

 

Many companies only start to take action on long-standing issues when the financial risks of not doing anything become higher than the likely costs they’ll encounter.

 

YouTube, for example, is under fire for failing to adequately combat conspiracies and prevent child exploitation from being circulated. Its algorithm has a troubling record of surfacing and recommending content that violates its own policies. Major advertisers —including Disney and Nestle — started to bolt earlier this year after finding that their ads were appearing in videos full of offensive and sexually explicit comments aimed at children. In response, YouTube purged hundreds of its users and said it would change the way new videos are elevated and surfaced, following up on a crackdown in 2017 from reports that videos full of predatory comments were being recommended to kids.

 

Some lawmakers are growing impatient with tech companies’ self-regulation — but it’s not clear they can do it any better

 

Even as platforms have tried to regulate themselves in recent years, some policymakers’ patience for letting them do so is growing short. But the legislative solutions some of them have proposed — or lack thereof — also struggle to match the pace of change in internet culture and the communities that foster extremist ideas and behaviors.

 

Congress so far has struggled to grapple with — or even understand — the many tentacles of problems plaguing social networks, from tackling the spread of misinformation to regulating how sites handle user data and privacy.

 

Some members of Congress have been woefully ill-prepared to even talk about tech issues (during one hearing last year, a lawmaker asked the Google CEO questions about his iPhone). And even when they are interested and equipped to talk about regulating the internet, many US lawmakers have been “reticent to clamp down at the risk of harming growth,” Stewart noted:

 

In a Senate hearing in April, Sen. Orrin Hatch (R-UT) asked Zuckerberg what “sorts of legislative changes” he thought should be enacted to prevent a Cambridge Analytica repeat. Sen. Lindsey Graham (R-SC), who also pressed Zuckerberg on whether Facebook is a monopoly, asked the executive to submit some proposed regulations to him.

 

Still, interest is growing. In the 2020 presidential primary race, Democratic candidates have vowed to take on Big Tech — Sen. Elizabeth Warren has gone as far as proposing to break up Google, Facebook, and Amazon, while Sen. Amy Klobuchar is expected to make tech reform a banner issue for her campaign.

 

There’s a growing appetite for reform elsewhere in the world. The European Union took a stand on privacy concerns with General Data Protection Regulation Act, or GDPR, a law enacted last year to compel transparency around the data that companies collect and how it is used. And now some countries want crack down on extremist content, too.

 

A British Parliamentary committee wants Facebook to be held legally liable for the content posted on the platform. The legislative body recently wrapped up an 18-month investigation into the social media site, finding that it violated data privacy and competition laws. And in the wake of the Christchurch terror attacks, British officials are threatening that tech companies be “prepared to face the force of the law” if they don’t put a lid on the spread of hateful messages.

The response to Islamic extremism online is often treated much differently than white supremacy

 

It’s well documented that social media has played an important role in helping fuel extremism and hate. Just look to the spread of ISIS, which notoriously leveraged and exploited platforms to recruit new members and promote propaganda. But more often than not, US authorities focus on Islamic extremism, even as homegrown right-wing terror has begun to have its moment.

 

That holds true for the tech companies as well. Even as they worked up solutions to combat ISIS online, they’ve been flat-footed in their response to white nationalism and white supremacy. Last year Motherboard found that while YouTube was cracking down on videos of ISIS recruits, footage promoting neo-Nazi propaganda stayed online for months and even years.

 

And when researchers from Program on Extremism at George Washington University compared far-right extremism with ISIS online behavior, they found that the growth in white nationalist movements outpaced Islamic extremism by virtually every metric.

 

The white nationalist datasets examined outperformed ISIS in most current metrics and many historical metrics. White nationalists and Nazis had substantially higher follower counts than ISIS supporters, and tweeted more often. ISIS supporters had better discipline regarding consistent use of the movement’s hashtags, but trailed in virtually every other respect. The clear advantage enjoyed by white nationalists was attributable in part to the effects of aggressive suspensions of accounts associated with ISIS networks.

 

Part of that could be the difficulty companies face in identifying offensive far-right content. As seen with the Christchurch manifesto, far-right extremism has a unique life online with its own language that’s embedded in memes and “shitposts” and difficult to decipher. As Vox’s Aja Romano outlines in an fantastic rundown of the manifesto’s underlying message, the alt-right has mastered the art of online trolling to “distort what their actual message is, so they can claim plausible deniability that their message is harmful or bad.”

 

But leaving it unchecked has consequences: The surge in online activity coincides with a rise in real-world hate, particularly in the US. One study found that the number of far-right terror attacks in America more than quadrupled over the first year of Donald Trump’s presidency.

 

In the last year alone, there have been a number of high-profile flare-ups of far-right violence. A US Coast Guard and self-proclaimed white nationalist had stockpiled weapons and ammunition with plans to stage an attack targeting Democratic politicians, journalists and judges. Last fall’s Pittsburgh shooting targeting Jews at the Tree of Life synagogue left 11 dead. In October, a man sent 13 pipe bombs to prominent Democrats and critics of Trump.

 

None of those incidents prompted major reform efforts on tech companies’ parts. But in light of the graphic massacre in New Zealand, there’s a chance the conversation around right-wing extremism may change. The staggering violence of ISIS’s campaign helped define it as a terror-driven organization and made tech companies and governments alike get serious about combatting its propaganda online. Are they prepared to do the same with white supremacy?

Orientierungshilfe fĂŒr die oft vergessenen Papierakten.

Ende letzten Jahres stimmten das EuropĂ€ische Parlament und der EuropĂ€ische Rat der neuen von der EU-Kommission vorgeschlagenen Datenschutzgrundverordnung zu. Die neuen Datenschutzbestimmungen treten Anhang 2018 in Kraft und stellen die grĂ¶ĂŸte VerĂ€nderung im europĂ€ischen Datenschutz seit den AnfĂ€ngen des Internets dar. Sie betreffen jede Organisation auf der ganzen Welt, die mit Daten europĂ€ischer Herkunft zu tun hat.

 

Das Gesetz bezieht sich auf alle gespeicherten Informationen, also auch auf Papierakten. Doch gerade beim Papier könnte es laut Experten fĂŒr das Informationsmanagement zu Problemen kommen.

 

Um die neuen Regelungen auch hinsichtlich Papierakten zu erfĂŒllen hat Iron Mountain die folgenden vier RatschlĂ€ge zusammengestellt:

   

Informationen mĂŒssen auffindbar bleiben

 

Die Datenschutzreform wird das sogenannte »Recht auf Vergessen« tief im Datenschutzrecht verankern, daher sollten Unternehmen auf Verbraucheranfragen zur Löschung personenbezogener Daten reagieren können. Dies bedeutet jedoch: Bevor Informationen anonymisiert oder gelöscht werden, sollte man in der Lage sein, diese auch aufzufinden. WÀhrend das Löschen digitaler Daten relativ leicht von der Hand geht, gestaltet es sich bei Papierdokumenten viel schwieriger.

 

Eine Iron-Mountain-Studie zeigt, dass beinahe ein Viertel (22 Prozent) der Unternehmen keine Strategie hinsichtlich der Papierablage besitzt beziehungsweise Mitarbeiter selbst fĂŒr sich entscheiden lassen. Infolgedessen hat in vielen Unternehmend niemand den kompletten Überblick, welche Informationen wo abgelegt sind. Selbst wenn man die benötigten Informationen ausfindig machen kann, mĂŒssen Arbeiten wie das Bearbeiten von Dokumenten oft per Hand erledigt werden.

 

Iron Mountain rĂ€t Unternehmen daher, Fachabteilungen und Bereiche zu identifizieren, die am ehesten fĂŒr die Erstellung und Archivierung von Akten mit personenbezogenen Daten in Frage kommen und fĂŒr die dortigen Akten geeignete Scanning und Archivierungslösungen – auch unter Zuhilfenahme eines externen Dienstleisters – einzurichten. Unternehmen sollten außerdem ein eindeutiges Ablage- und Identifikationssystem fĂŒr alle Papierakten aufsetzen. HierfĂŒr können Aktenordner oder Papierkartons mit â€șTagsâ€č und â€șMetadatenâ€č beschriftet werden, und klar definierte Zugriffsrechte oder Verantwortlichkeiten können darauf angegeben werden.

Klar definierte Prozesse fĂŒr die Verwaltung von Informationen – von der Erstellung bis zur Vernichtung – sind möglicherweise nicht ausreichend, denn Papier kann selbst die stringentesten Aufbewahrungsrichtlinien durchbrechen, in dem es einfach kopiert, ausgedruckt, achtlos liegen gelassen oder unsachgemĂ€ĂŸ entsorgt wird. Dem »Privacy and Security Enforcement Tracker« von PricewaterhouseCoopers (PwC) [1] zufolge sind DatensicherheitsvorfĂ€lle in Europa vorwiegend auf menschliche Fehler bei der Verwaltung von Papierakten zurĂŒck zu fĂŒhren. Folglich existieren die Daten in den Schreibtischschubladen oder Home-Office-Umgebungen der Mitarbeiter einfach weiter, obwohl ein Unternehmen sich bemĂŒht, den Datenlöschanforderungen in bester Absicht nachzukommen.

 

Iron Mountain rĂ€t Unternehmen daher, die im Informationsmanagement aufgesetzten Richtlinien und Prozesse durch regelmĂ€ĂŸiges Mitarbeitertraining und gezielte Kommunikation zu ergĂ€nzen, um Mitarbeitern zu zeigen, wie man Informationen sicher verwaltet. Außerdem fördern solche Maßnahmen eine Unternehmenskultur, die Verantwortung fĂŒr Informationen forciert. Jeder Mitarbeiter sollte verstehen, was private und vertrauliche Daten ausmacht und wie man damit umgeht.

 

Einbeziehung von Datenschutz in Papierprozesse.

 

Die Datenschutzverordnung erfordert, dass der Datenschutz vorbehaltlich bei der Erstellung, Verwaltung und Entsorgung von Informationen zur Anwendung kommt. Im Falle von Papier wird sich dabei alles um das Aufsetzen von geeigneten Archivierungsprozessen drehen.

 

Iron Mountain rĂ€t Unternehmen daher: es sollte schwierig, wenn nicht sogar unmöglich fĂŒr unberechtigte Personen sein, auf Dokumente mit personenbezogenen Daten zuzugreifen. Daher sollten alle Prozesse zur Informationsspeicherung, Aufbewahrung und Vernichtung hinsichtlich der neuen Datenschutzanforderungen geprĂŒft und gegebenenfalls angepasst werden. Auch fĂŒr Papierdokumente muss gelten: nur wer zugreifen muss, darf auch zugreifen (klares und gelenktes Zugriffskonzept).

 

Papier kann nicht gehackt werden, oder doch?

 

Elemente der Datenschutzverordnung wie die Übertragbarkeit von Daten sind nur schwer auf Papierakten anwendbar. Die Forderung nach handfesten Cyber-Sicherheitsmaßnahmen scheint ĂŒberflĂŒssig, da Papier nicht gehackt werden kann. Doch wie steht es mit den Metadaten in einem Archivierungssystem, das nicht nur den Standort, sondern weitere Details ĂŒber die Papierakte verrĂ€t? Iron Mountain rĂ€t daher, die gesamte Archivstruktur hinsichtlich der Einhaltung des Datenschutzes zu ĂŒberprĂŒfen und sich gegebenenfalls von einem Dienstleister beraten zu lassen.

 

»Es gibt eine FĂŒlle von Unternehmens-Tipps, wie man sich auf die Datenschutzreform vorbereiten kann, aber fast alle konzentrieren sich auf elektronische Daten und IT-Sicherheit – das Papier wird hingegen weitgehend ignoriert«, erklĂ€rt Hans-GĂŒnter Börgmann, GeschĂ€ftsfĂŒhrer der Iron Mountain Deutschland GmbH.

In current political discussions about the General Data Protection Regulation many GDPR advocates claim that burdens for individuals and SMEs would not be too heavy because of two reasons:

 

- Many obligations would not apply because they were risk-based. Controllers would have to fulfill these obligations only if their processing of personal data would result in a certain degree of risk.

 

- Many obligations would not apply because of the principle of proportionality. Controllers would not have to fulfill these obligations if the fulfillment would involve a disproportionate effort.

 

On the other hand, the risk-based approach is hardly considered, if not ignored, by supervisory authorities (especially the German ones).

 

The above graph shows all 68 controllers' obligations. Obligations that may be scalable or inapplicable because of a lack of risk or because they are disproportionate are shown in green. In most cases, only the technical and organisational measures to be taken in order to fulfill the obligations are scalable. This, however, could have repercussions on the obligation itself.

 

See for yourself if risk and proportionality are reducing controllers' burdens in a noteworthy way.

Med anledning av den nya dataskyddslagen (GDPR) som trÀder i kraft den 25 maj 2018, kommer kommunens digitala bildarkiv under en period att stÀngas för publik Ätkomst. Detta pÄ grund av att hanteringen och publiceringen av bilder mÄste ses över i och med strÀngare lagstiftning gÀllande personuppgiftshantering.

  

Ulricehamns kommun har under flera Är digitaliserat museets bildarkiv. Det har legat tillgÀngligt via den digitala plattformen Flickr. En stor del av arkivet utgörs av Eric Hulanders bilder. Han var fotograf pÄ Ulricehamns tidning och var som mest aktiv i att fotografera Ulricehamns bebyggelse och invÄnare under Ären mellan 1920 och 1969. I arkivet har Àven tillkommit andra bilder, bÄde Àldre och nyare som alla tillgÀngliggör kommunens historia pÄ ett fantastiskt sÀtt.

De machine legt niet alleen de ligging van het spoor vast, maar kan volgens Strukton ook iets vertellen over de dichtheid van de ballast onder de dwarsliggers. Er zitten sensoren in de machine die de kracht meten waarmee de stopkasten de ballast samen drukken. Met de data die de Universal Tamper 4.0 verzamelt kan spoorbeheerder ProRail onderhoud beter plannen.

 

De Universal Tamper 4.0 is ontwikkeld en gebouwd door leverancier System7, Strukton Rail droeg een aantal ideeĂ«n aan die op de machine zijn toegepast. Deze innovaties worden nu ‘standaard’ op de nieuwe machines toegepast door System7.

My PC died and I had to get a new one, finally I can upload again. Before I'm going to talk about this spot I'd like to have some input of my fellow EU-plate spotters as the new data law - GDPR - is coming into effect on Friday. I would love to hear about how you're going to continue, given that there are many "dreadful fines" and even more insecurity, thanks :)!

 

I have to admit, I'm a huge fan of the Final Edition. The car looks amazing, especially in full specification like here. Carbon hood and carbon spoiler, what an amazing car. It's so nice on white, too. Interestingly, I've spotted this plate before on a 996 Turbo that now features different plates. This is my first and only example of a transferred English plate. It's very apparent that the owner doesn't really live in the UK. His cars can also be found at Classic Remise sometimes. He might also own a 911R, but there are several non-British British cars at Classic Remise.

Prague street scene.I started work on this one a few days ago,got interrupted and forgot about it and started work on another :) so I finished it today. Thought I should upload it. A very GDPR-friendly work :)

The map is the result of an analysis of the General Data Protection Regulation in its agreed version (www.emeeting.europarl.europa.eu/committees/download.do?do...). It shows those areas in which Member States are given room for manoeuvre. As we can see, there are a lot of opening clauses that give Member State flexibility in applying the new EU data protection law. If all or most Member States are going to enact laws based on all or most of these opening clauses, than the reform might miss the original target of harmonizing the EU data protection law.

Shortly after taking this photo, I was approached by a security person informing me that photography is forbidden under GDPR (!) In a deserted shopping town during a virus pandemic and they're trying to stop a photo being taken. A perfect example of the misunderstanding, abuse and idiocy of the EU's General Data Protection Regulation 2016/679 (GDPR).

And THEN - there is the whole business of the purported aim of better speech recognition. I for one have no wish to give any such devices houseroom. (Looking at you, Alexa.) Only last week my Android phone - in my pocket and supposedly protected by PIN/fingerprint - started squawing at me "I didn't quite catch that [..]" Now, there may be settings to turn voice recognition off, but that phone has been in my pocket almost daily these past 15 months and I didn't turn it on! In any case, why should I have to look for any settings?

 

... all of which rather amplifies the question of why one might want to support such a project in the first place. Is it possible to opt out of the opt-out society?

 

Aside: GDPR is a lie. And now that we are out of the EU, it will soon enough become a damned lie. We are statistics already. And yes it does prey on my conscience that I may in the past have naively contributed to that.

I don't do many people shots and with the new General Data Protection Regulation (GDPR) legislation I don't know what one can show and not show regarding faces so I decided to do my own take on this GDPR stuff.

 

When one looks back on the great photo-journalism that has been so influential in changing public opinion such as Nik Ut's Vietnam war photograph "Napalm Girl" I wonder what impact the new legislation will have on such.

After another terroristic attack on migrant structures in Berlin, about four thousands people took to the streets, demanding justice and protection.

For years nazis have been insecuring this area of Berlin and, as was recently known, spending time with the same police officers, that where supposed to observe them.

Cars and buildings were torched, risking innocent lives.

Practitioners involved in corporate transactions, including sales of shares or businesses, or both, need - ideally - an encyclopedic knowledge of the procedures and processes involved - a formidable requirement if there ever was one.

 

Fortunately, help is at hand in the form of this long-established and ever reliable work of reference out now in a new fifth edition from Sweet & Maxwell and Thomson Reuters.

 

In collaboration with colleagues at Keystone Law and others at Baker Tilly — and also at Peter Rowney Tax Consulting Limited — author Andrew Stilton is careful to clarify at the outset, the differences between the two basic deal structures for buying and selling a business, specifically the sale and purchase of some or all of its assets, as opposed to the sale and purchase of its shares.

 

It is pointed out that in the case of a sale, the assets and liabilities of the business will still belong to the company, with no change in its contractual relationships. Further details of the relative advantages and disadvantages of share purchase and\or business purchase are discussed in the text, followed by clear and illuminating explanation of the key aspects of this often-complex subject.

 

Key issues that immediately emerge from this complexity are taxation and due diligence, the latter encompassing financial due diligence and legal due diligence, each dealt with in depth. Very useful here is Appendix 1, entitled ‘typical areas that may be covered in a financial due diligence report.’

 

As this is a fast-changing area of law, the new material in this new edition is worthy of note. Much of it deals with (since the previous edition of 2015) recent development in GDPR — General Data Protection Regulation, which, in the author’s opinion ‘heralds a new dawn in the concept of data protection’.

 

The issues involved range from completion, confidentiality and consent to relevant M & A transactions, to lawfulness, fairness, and non-disclosure agreements, to storage limitation - and a lot more.

 

As you would expect — and as practitioners will appreciate — the book provides impressive amount of research resources, including tables of cases, statutes and statutory instruments and of European legislation. And if you need to look something up in a hurry, simply turn to the table of contents which is very detailed and the lengthy index.

 

Also notice the almost 350 pages of precedents - forty of them - contained in Appendix 2. The book certainly abounds in helpful time-saving features which aid navigation, including the numbered paragraphs throughout.

 

There’s a CD too, attached to the back cover - and if you encounter any problems running or installing it, there’s a helpline available.

 

Corporate lawyers will no doubt regard this book as an essential purchase, as will anyone for that matter, who is involved professionally in financial services.

Jedes Unternehmen, das mit personenbezogenen Daten von in der EU lebenden BĂŒrgern arbeitet, ist nun angehalten, seine Informationsmanagement-Prozesse zu prĂŒfen und notfalls zu ĂŒberarbeiten.

Unternehmen fĂŒr Information Management unterstĂŒtzen Firmen mit Lösungen und Dienstleistungen, sich auf die kĂŒrzlich verabschiedete EuropĂ€ische Datenschutzverordnung »General Data Protection Regulation« (GDPR) vorzubereiten .

 

Damit sind sie besser in der Lage, die neuen GDPR-Richtlinien und bereits bestehende Vorschriften einzuhalten.

 

Datenschutz als fundamentales Grundrecht

 

Die Richtlinie GDPR katapultiert den Datenschutz in die Zeit von Cloud Computing und Big Data und will sicherstellen, dass der Datenschutz als fundamentales Grundrecht in ganz Europa einheitlich geregelt ist. Jedes Unternehmen, das Kundenbeziehungen in Europa unterhĂ€lt und im Zuge dessen KĂ€uferdaten sammelt, wird sich an dieses Gesetz halten mĂŒssen – auch Firmen, die ihren Sitz außerhalb Europas haben und ihre Daten außerhalb europĂ€ischer Grenzen verwalten.

 

Die neue Richtlinie ermöglicht es den Datenschutzbehörden in Europa, bei schweren VerstĂ¶ĂŸen Bußgelder in Höhe von bis zu vier Prozent des weltweiten Umsatzes oder 20 Millionen Euro zu verhĂ€ngen. Die mögliche Strafhöhe gibt dem Thema Datenschutz auf Management-Ebene mehr Gewicht, denn das Brechen mit den GDPR-Auflagen könnte teuer werden.

 

»GDPR ist die bedeutendste Gesetzinitiative beim Datenschutz in den vergangenen zwanzig Jahren. BĂŒrger und Firmen werden von klaren Regeln profitieren, die fĂŒr einen starken Schutz im digitalen Zeitalter entwickelt wurden«, so Matthew Ellard, Senior Vice President, EMEA bei Veritas Technologies. »Jede Firma, die mit personenbezogenen Daten von in der EU ansĂ€ssigen Personen arbeitet, ist verpflichtet, ihre Informationsmanagement-Prozesse eingehend zu ĂŒberprĂŒfen. Veritas unterstĂŒtzt Unternehmen dabei, die Kontrolle ĂŒber ihre Daten zu behalten und Einblick in diese zu gewinnen, so dass sie die GDPR-Vorgaben einhalten können.«

 

Die Verordnung wird am 25. Mai 2018 in Kraft treten, so dass Unternehmen noch etwa zwei Jahre Zeit haben, sich auf GDPR vorzubereiten. Unternehmen, die diese Aufgabe bereits frĂŒher angehen, werden nicht nur von einer stĂ€rkeren Kontrolle ihrer Daten profitieren. Ein leistungsstĂ€rkeres Informationsmanagement wird ihnen helfen, ihre Storage-Ressourcen effizienter zu nutzen und wertvolle Einblicke in die gespeicherten Daten zu gewinnen.

 

Kultur des Hortens schafft Dark Data

 

Die GDPR fĂŒhrt neue GrundsĂ€tze wie »das Recht auf Vergessen« und Meldepflichten ein. So ist ein Unternehmen verpflichtet, unter UmstĂ€nden persönliche Daten innerhalb einer Frist zu löschen, wenn ein Nutzer dies fordert. Auch mĂŒssen von einer Datenschutzverletzung betroffene Personen unverzĂŒglich darĂŒber informiert werden, wenn ihre persönlichen Daten in falsche HĂ€nde gelangten und dies eine ernsthafte Bedrohung ihrer Rechte und Freiheiten darstellt.

 

Leider kennen die meisten Unternehmen bei mehr als der HĂ€lfte ihrer gespeicherten Daten den genauen Inhalt nicht. Dies zeigen die Ergebnisse des Global Databerg Reports von Veritas, demnach 52 Prozent aller Informationen, die Firmen auf der ganzen Welt gespeichert haben, sogenannte Dark Data sind, also Daten, deren Inhalt dem Besitzer unbekannt ist. Dieser Mangel an Transparenz macht es fĂŒr Unternehmen schwierig, einfach und schnell die richtigen Daten zu finden.

 

Dateninhalte beleuchten

 

Um das Risiko eines Rechtsbruchs zu senken, sollten Firmen im ersten Schritt die Inhalte ihre Daten nachvollziehen können. Dies gilt insbesondere in fragmentierten Umgebungen, in denen die Daten neben dem Firmennetz auch auf Cloud-Infrastrukturen abgelegt sind. Dazu dienen verschiedene Lösungen und Dienstleistungen, die helfen, die Inhalte von Dark Data zu beleuchten:

 

Unstrukturierte Daten einsehen – Die Cloud-Applikation Information Map hilft Unternehmen, eine Übersicht ĂŒber ihre unstrukturierten Daten zu gewinnen. Sie extrahiert Metadaten aus dem Backup und stellt sie in ihrer grafischen OberflĂ€che in Segmenten dar, so dass Kunden auf einen Blick Bereiche mit wertvollen Daten, hohem Risiko oder redundanten Daten identifizieren können. NetBackup liefert Backup- und Recovery-Funktionen fĂŒr die gesamte IT-Infrastruktur – unabhĂ€ngig davon, ob es sich dabei um eine virtuelle und klassische Client-Server- oder um eine Cloud-Plattform handelt.

Data Governance ĂŒberwachen und durchsetzen – Unternehmen sollten nachvollziehen können, welcher Anwender auf persönlichen Daten im Firmennetz zugreifen kann und wer dafĂŒr autorisiert ist. In stark fragmentierten Speicherumgebungen bestehend aus Servern, cloudbasierten Services, Backup-Files von mobilen GerĂ€ten und Archiven ist das schwierig zu erreichen.
