An abstraction I reckon is useful. Things like browsers, search engines, web services/applications etc can be viewed as degenerate forms of this. Why RDF? : The links are the most important part of the Web, RDF is the best language for capturing/expressing links, simple predicates and Web-shaped graphs. (In fact, forget RDF if you like - think "Web-friendly structured data"). "Behaviour" could be scripts, big service functionality or some other kind of semantics layered over the triples in the RDF model.
